Clearly, healing is God's will. How do I know? The Bible tells me so. Therefore, there is no need to lay hands on someone and say, "If it be thy will..." When you see it expressly written in the word of God, it is God's will. In Mark 16:18, Jesus gave believers authority to use His name where healing is concerned. In obedience to the word of God, we lay hands on the sick in Jesus' name and God heals them.
When you see God's will in the Bible, you have grounds to stand on. Lay hands on the sick and claim their deliverance. It's not until you lay hands on them, that you can claim declare them healed. The Holy Spirit doesn't lay hands on them. God doesn't lay hands on them. You do.

The Bible says, "you shall speak with new tongues." The Holy Spirit doesn't do the speaking. You speak. Many times when I minister to people about speaking in tongues, there comes the time for them to begin to speak and they just stand there with their mouth open, expecting God or some feeling to overtake them and force words out of their mouth. I haven't seen that happen yet. You speak, I tell them. They say, I don't know what to say. Just utter what you hear on the inside. When they begin to speak, the Holy Spirit always gives them the utterance in other tongues.
There is something you have to do. Time out for waiting for God to overtake you. You do the speaking, just like you lay hands on the sick. You act and God will make it happen in the name of Jesus.
